Russian Transport Ministry discusses development of state border checkpoints

At a meeting chaired by Transport Minister Andrey Nikitin, officials reviewed border checkpoint works, capacity gains, reconstruction timelines and efforts to cut cargo vehicle control time.

Russian Transport Minister Andrey Nikitin chaired a meeting on the development of checkpoints across the state border. Participants included Deputy Minister Valentin Ivanov, Mikhail Kokaev of the Transport Ministry, Rosgranstroy head Dmitry Boykov, and representatives of control bodies, agencies and organizations.

Over the first nine months of the current year, federal budget funds covered construction and arrangement work at 6 border crossings. Capacity at Pogranichny rose from 144 to 1,300 vehicles per day, and at Kraskino from 88 to 750 vehicles. The cargo component of the first automobile checkpoint, Khasan on the border with the DPRK, was completed with capacity for up to 200 vehicles daily.

Technical equipping was completed at air checkpoints in the new terminals of Petropavlovsk-Kamchatsky (Yelizovo) and Yuzhno-Sakhalinsk (Khomutovo), raising capacity to 600 passengers per hour; Blagoveshchensk (Ignatyevo) rose to 480 passengers per hour. Under off-budget projects, technical equipping was completed at the sea checkpoints of Vanino and Temryuk and the air checkpoints of Tyumen (Roshchino) and Orenburg.

Rosgranstroy is implementing 92 key measures: 28 facilities are under construction or reconstruction, 57 have non-capital works and 7 have technical equipping. For Zabaikalsk, a positive conclusion from Glavgosexpertiza was received in November 2025; by the end of the year, the warm contour is planned to be closed on two main buildings and interior finishing is to begin, with full reconstruction planned for completion in 2028. At Adlers, the busiest automobile checkpoint on the border with Abkhazia, construction is underway in two stages simultaneously and organized not to interfere with border passage; work continues at Markovo on the border with China and Handagayty on the border with Mongolia. Non-capital works are planned at 15 facilities, including Sagarchin, Starotsurukhaituysky and Tashanta; work is planned to start next year and all works are to be completed by 2030. Participants discussed the presidential instruction to reduce control time for cargo vehicles at the border to 10 minutes. Monitoring of 87 checkpoints on priority sections showed cargo traffic through 53 priority crossings grew by 58% compared with 2018.
