EEC announces first Kazakhstan–Russia pilot shipment with e-CMR electronic consignment note

The Eurasian Economic Commission said the first pilot international shipment using electronic consignment notes (e-CMR) on the Kazakhstan–Russia route is scheduled for 15 October 2026, replacing paper CMR with a digital document.

The Eurasian Economic Commission (EEC) officially announced that on 15 October 2026 the first pilot international shipment using electronic transport consignment notes (e-CMR) will take place on the Kazakhstan–Russia route. Under the pilot project, the paper international consignment note (CMR) is fully replaced by an electronic file.

The document is created digitally and signed sequentially with an enhanced qualified electronic signature (UKEP) by the shipper, carrier and consignee at each stage of the route. Legally significant cross-border data exchange is provided through trusted third-party (TTP) network operators.

Infrastructure providers, in particular the Litoria DVCS platform, confirmed the technical readiness of their systems for seamless B2B interaction and guarantees of data integrity between EAEU jurisdictions. The main goal of the experiment is to practically test direct interagency interaction between the national government information systems of Kazakhstan and Russia in real conditions, without paper duplicates at border crossings on the key transit corridor from China.

Industry sources note that process stability directly depends on synchronization of the two countries' government systems; technical failures on national electronic document flow portals create a risk of temporary delays in digital processing and release of cargo at the border. By mid-October 2026, major electronic document management (EDI) operators such as Tensor (SBIS) and SKB Kontur (Kontur.Diadok) had completed configuration of their logistics modules to support the e-CMR format and released connectors for integration with shippers' corporate accounting systems, mainly based on 1C. At the same time, a technical barrier is noted for small carriers in connecting to TTP networks and configuring compatible software.
